The office is working to address human rights abuses in China, North Korea, Ukraine, Russia and other countries, said Scott Busby, deputy assistant secretary of the bureau and finalist for a Service to America Medal.Busby helped create the “Khashoggi Ban,” which bans visas in the U.S. for those complicit in reaching outside their borders to repress dissident journalists or others who criticize their host government.Busby, who has been a human rights advocate for decades, said his interest began in college when there was apartheid in South Africa and when he observed human rights abuses in Guatemala on a study abroad trip.
